Meet Rosalva! Rosalva came into community organizing and nonprofit work through West Town United Leadership in 1987, spending nearly a <\/span>decade<\/span> there before meeting COFI. Once she met COFI and the trainers, she said she found a model that matched her belief that parents, especially mothers, have the solutions to the biggest challenges in their communities.<\/span><\/p>\n

\u201cOftentimes, mothers take care of their families first and not themself,\u201d she said. \u201cBut what I liked about the model is how it starts focusing on yourself and your goals. Once you can take care of yourself first, you can do more for your family.\u201d\u00a0<\/span><\/p>\n

With COFI, Rosalva threw herself into the parent-led work. At Peabody Elementary, she helped recruit 60 parents into COFI training. When the city first mentioned the possibility of closing it, she and other parents fought to keep it open. It eventually closed, but the parents didn\u2019t stop!<\/span><\/p>\n

Her determination and COFI training led her and parents like Ms. Rose to start a new POWER-PAC IL<\/a><\/span> campaign that they called the Stepping Out of Poverty Campaign. It was rooted in one question she couldn\u2019t stop asking herself: \u201cWhy is it so hard for some of us to save money and get ahead?\u201d\u00a0<\/span><\/p>\n

Rosalva and the parents knew there was a systemic problem. There were laws and policies designed to keep them in cycles of poverty and to financially penalize them when they didn\u2019t have the money in the first place, as they juggled paying for essentials like food, rent, children\u2019s clothing, and more. When someone\u2019s budget is stretched thin, how do you ever save for your child\u2019s future?<\/span><\/p>\n

The campaign got to work, and one of Rosalva\u2019s proudest wins was the Bright Start college savings program. Governor Quinn signed it in the COFI office, and the legislation was significant because it allowed families to open savings accounts for their children. The government would also match what parents put in. Rosalva said her daughter still has that account for her children.\u00a0<\/span><\/p>\n

The parent-led campaign took on<\/span> predatory payroll card fees<\/span><\/span><\/a> and <\/span>won<\/span><\/a><\/span> historic reforms to Chicago\u2019s fines and fees system, including ending driver\u2019s license suspensions for unpaid parking tickets, reducing down payment requirements to pay ticket debt, and stopping the doubling of fines for city sticker violations. Most recently, they won a statewide Child Tax Credit for parents and have been pushing for guaranteed income options.<\/span><\/p>\n

\u201cThis campaign is doing what it was founded to do – helping mothers and families get out of poverty,\u201d she said. \u201cThat\u2019s a dream come true.\u201d<\/span><\/p>\n

Meet Leah, a longtime partner and supporter of COFI!<\/p>

She partnered with COFI on a parent-led project that COFI Organizer Talibah<\/span><\/a> and other parents worked on to address the lack of developmental screenings.<\/p>

As the director of a statewide community collaboration project, Leah collaborated with seven communities, including Englewood, to boost early learning enrollment. Englewood parents, armed with training from COFI, discovered that fear of stigma and mistrust of systems led some families to avoid developmental screenings for early intervention and special education.<\/p>

Parents pitched an idea to Leah: with funding, parents could support other parents to navigate the early intervention system and the special education system to get children in their community the support they needed.<\/p>

Leah funded the project and parents did it!<\/p>

Fast forward to 2024: during a training with The COFI Center for Action and Learning<\/a><\/span>, Leah visited Parker Academy in Englewood (pictured below) and met parents who were initially part of the project and were still benefiting from it!<\/p>

\u201cI got really emotional about a dad whose son benefited from the program and thrived,\u201d she said. \u201cThe parent-led project in Englewood shows that with a little bit of seed money, families can lead and make their innovations last. It is a systems change success story. This is how things work when parent voices are at the table.\u201d<\/p>

This anniversary and Leah\u2019s dream serve as a reminder of the connections forged through parent-led efforts.
